The U.S. Senate has confirmed San Francisco Superior Court Judge Carlos Tiburcio Bea to the 9th U.S. Circuit Court of Appeals in San Francisco.

Bea, 69, was nominated April 11 by President Bush, approved last Thursday by the Senate Judiciary Committee and confirmed Monday by the Senate on an 86-0 vote. He fills a vacancy created when Circuit Judge Charles E. Wiggins went to senior status in 1996.

A study by the Alliance for Justice — a national association of environmental, civil rights, mental health, women’s, children’s and consumer advocacy groups — had noted Bea was rated poorly in surveys of San Francisco lawyers regarding his temperament on the bench
